The proposed title of your ideaMedisus
Please describe your idea. This project evaluates a comprehensive community empowerment and social accountability methodology in the primary health sector.
What problem does your idea solve in the market? The government of Uganda has been implementing major infrastructure rehabilitation programs in the public health sector, but improved outcomes have remained elusive – an estimated 73% of deaths in Uganda are from preventable causes. This ongoing project evaluates whether a comprehensive community empowerment and social accountability methodology (Community Score Cards) in the primary health sector can improve service delivery and health outcomes.
Briefly explain how you identified the need or opportunityThe government has been implementing major infrastructure rehabilitation programs in the public health sector, but improved outcomes have remained elusive - an estimated 73 percent of deaths in Uganda are from preventable causes. The traditional approach to accountability in the public sector relies on external control; someone in the institutional hierarchy is assigned to monitor, control and reward or punish agents further down in the hierarchy. One problem with such a top-down approach is that in Uganda, as in many poor countries, the institutions assigned to monitor the providers can be weak and malfunctioning.
Who are the beneficiaries of your solution and how will they benefit? The primary outcome measures are health indicators in the community, such as infant weight for age, or under 5 mortality as well as utilization rates (general services, antenatal care, attended deliveries) and health facility performance (waiting time, equipment usage, absenteeism).
Why are you convinced your solution will solve the problem?I believe that with this project being run in the community, more effort will be placed on strengthening beneficiary control; this is to say, strengthening providers' accountability to citizen-clients which will ease the tension on service providers on the ground.
What other initiatives like yours exist out there? How will you differentiate your solution? Our solution offers a simple and effective way to process information in the community. The usage of this solution improves the quality of living of the people in the community.
What have you done up-to date to test your idea with potential users? What learnings do you have to share?
How will you financially sustain your business? We shall propose our project to the government of Uganda, explain to them how this application will reduce on the load of data clerks in health facilities.
