How might we improve data systems for healthcare delivery?

The proposed title of your idea

SUHERS Sustainable Health Records System

Please describe your idea.

An Electronic System for timely, quality and evidence based practice of Health care for Health Care Workers in Hospitals and Communities

What problem does your idea solve in the market?

Often times, Health care system runs in avoidable losses and expiries of Drugs and other consumables, inappropriate and un equal distribution of Health care resources including Human Resources, drugs and medical equipment across health facilities, Unjustifiable claims of Overworking among Health workers due to Under staffing in Health facilities, just to mention but a few; - all being attributed to lack of reliable Documentation, Data storage, analysis, validation and adequate report generation. The proposed system aims to use Computer Networking for resource allocation based on need by Data.

Briefly explain how you identified the need or opportunity

For example, while serving as a Clinical Officer at Rwashamaire Health Centre IV in Ntungamo District, we missed the UNEPI (Uganda National Expanded Programme on Immunisation) supply of the 3rd dose of Hepatitis B Vaccine, we had not understood the relevance of that section on Staff Hepatitis B vaccination status in the HMIS 105 monthly Reporting and we had not filled it. I noted a situation where Two(2) Medical Officers and Three(3) Theatre Assistants were posted to a Health Centre IVs which does no Major surgical Operations yet at another Health Centre IV, there's only one Medical Officer and One Theatre Assistant who do an average of 40 Caesarean sections per month. Data to be compared.

Who are the beneficiaries of your solution and how will they benefit?

Beneficiaries are Expectant Mothers on Antenatal Care, Delivery and Postnatal care and their new borns, Clients suffering from Non Communicable Diseases including Hypertension, Diabetes Mellitus, Cancer, etc Clients prior to, on Anti-TBs and Clients on Anti - Retrovirals. The system will soften work by Health care givers being able to plan patient appointments, Drug regimens, stocks and Ordering based on consumption to the National Medical Stores for timely, adequate and optimum drug supplies

Why are you convinced your solution will solve the problem?

The system will emphasize adherence calculation measures to rationally prescribed medications and Patient Appointment observation, proposing to incorporate Automatic reminders to Clients on their phones about their appointment dates when the system connects to the Internet (In other words while on line), The system will also incorporate resource reading materials and relevant messages translated in Major Local languages about their disease conditions shared at reduced or totally waived off fee.

What other initiatives like yours exist out there? How will you differentiate your solution?

Related Systems include: - OpenMRS (Open Medical Records System) which currently focuses on HIV Anti - Retroviral care and a limited package on T.B Care and treatment Protocols and does not need Internet for its operation, it works in reference to the Blue Card provided for recording events on the different Patient - Health care worker encounters, Dhis - 2 (District Health Information System) which is majorly a Web based programme and is almost a Direct replica of the Manual or paper based HMIS reporting tools. The Sustainable Health records system (SUHERS) will be more client engaging using both online and offline platforms, will include Linkage and partnerships to Suppliers such as National Medical Stores, National Drug Authority, MOH Resource centre and Partners such as UKAID, UNFPA, USAID, WFP, WHO, FDA, Centres for Disease Control (CDC), IDI (Infectious Diseases Institute and any other such kind of Organisations as will be appropriate.

What have you done up-to date to test your idea with potential users? What learnings do you have to share?

This is an Idea in its "premordial germ" nature, i am only thinking about it, i have shared it with My University Academic Registrar Dr. Annabella Habinka Ejiri (BSC, MSc. IS; Mphi. S&T; PhD) and is a Computer scientist, My ICT Lecturer Mr. Eibu Samuel who are promising to give a technical expertise in the field of ICT, Dr. Maseruka (MBChB, MSc Biochem, PhD Biochem), My student team Co-founders Furaha Anthony MBChB Year 1, Semester 1, Lukwago Matthias MBChB Year 1, Sem 1 and Awor Pamella MBChB Year 1, Sem 1. They are all giving hopes in the value of the project, however siting the resources gap! Borrowing an Inspiration on the systems above, i believe it will work with modification. Kamuhangire Lauben Medical Clinical Officer, Diploma in Clinical Medicine and Community Health, Kampala International University, November 3rd, 2009. Medical Student Pursuing Bachelor of Medicine and Bachelor of Surgery (MBChB) at St. Augustine Internatioinal University (SAIU) located at Bunga Hill, Kampala

How will you financially sustain your business?

we hope to sustain the programmne by collaborating with the Ministry of Health and Partners who are expected to assist in the concept development, approved and controlled trials in the health systems, Client subscriptions, including assistance from the National Health plan, the Health Systems strengthening project and website marketing. More strategies will be shared shortly.
